Why it matters
A non-US language-model program broadens both language coverage and reproducibility questions. The report supports research follow-up; hardware requirements remain unchecked.
For Multilingual-model researchers, Japanese-language application builders.

The LLM-jp-4 report describes Japanese language models and an effort to make their development process inspectable. Its October 14 abstract covers an 8B dense model and a 32B mixture-of-experts model; the latter activates a smaller subset of parameters for each token. This gives researchers another institution and language to evaluate. The paper is public. Model downloads, hardware fit and the reported evaluations were not tested in this run.
